摘要

On December 31, 2007, the General Office of the State Council the People's Republic of China issued the Notice of the General Office of the State Council on Limited Production, Marketing and Use of Plastic Bags (commonly known as "Plastic Limit Order"). As a public policy enacted to protect the environment and promote an environment-friendly society, the Plastic Limit Order has met with difficulties and problems in its implementation. This is a common question in China where the policies are not always carried out to the letter. This article makes a case study on the implementation of the Order in Chengdu from the perspective of implementation of public policies and attempts to provide some practical references for methods to solve the problem facing the enforcement of other public policies.
