摘要

With the Internet becoming the new fourth media, the network public opinion is gradually turn into the vital "think tank" of the public decision making in China. It is also take a good part in pursuing democratic. However, with the attaching importance to the network public opinion by the decision-maker, it makes the network public opinion over the public decision making and it challenges the public rights. How much the negative effect of network public opinion to the public decision-making in China? The article is established to the characteristics of the network public opinion, and analysis the negative effect of the network public opinion to the public decision-making for the sake of supplying evidence in distinguish the network public opinion in the right way.
