A Study of the Current Management of Social Insurance Agencies

This article highlights problems confronting social insurance agencies of all levels in China and offers some insights into ways to tackle these problems. Currently, in collecting social insurance fees, social insurance agencies are confronted with problems like more collecting sectors than necessary, difficulties in coordinating these different sectors, management cost increased, operation efficiency lowered, collecting approaches out of line with social insurance management, benefits of insured suffered. In addition, some agencies do not turn over fees to the designated accounts and spend them at will; social insurance fees are sometimes impropriated or diverted. Furthermore, the senses of "a government serving all", "public service" and the awareness of "people foremost", serving the public have not been formed. To address these problems, social insurance agencies shall be the sole authority in collecting fees. Fees collection shall be separate with benefits outlay in the fund management while at the same time, supervision shall be strengthened. And finally, the sense of "social insurance affairs handling is to provide public service" and the awareness of public foremost shall be formed.
