In January 2009, the Japan Airport Environment Improvement Association (AEIP) awarded a contract to A.N. Kankyo-Bunka Labs., in Tokyo, Japan to provide information, through two European subcontractors and one U.S. subcontractor, on how Heathrow Airport in the UK, Schiphol Airport in the Netherlands and three important U.S. airports have implemented the four following concepts from the International Civil Aviation Administration (ICAO) "Balanced Approach" to airport improvements: 1. Reduction of Noise at the Source 2. Land-Use Planning and Management 3. Noise Abatement Operational Procedures, and 4. Operating Restrictions on Aircraft The Japan Civil Aviation Bureau (CAB) plans to use the ICAO "Balanced Approach" in the future development of Haneda Airport in Tokyo. This paper describes how each of the four above elements was implemented in the development of five major airports in Europe and the U.S. All surveyed airports appear to conform fairly closely to the ICAO "Balanced Approach" guidelines. Despite some conceptual differences, the similarities between the surveyed airports are far more significant than their differences. The emphasis on interacting with the public, including providing adequate noise information and involving the public in the airport planning process are core components of the approaches for all surveyed airports. Details of the approaches used at each airport are provided in the paper, especially how each uses the core concepts from the ICAO Balanced Approach.
