Empirical Designing Crop Insurance Premium Based on Survival Analysis Actuarial Method

Actuarial method of crop insurance premium design is a key element for establishing a successful Agricultural risk management program. Due to limited farm crop yield data availability, a vast majority of Chinese crop insurance premium design is based either past general experience or a very cursive short period of crop yield loss data. As a result, very often the premium standards made by the Chinese crop insurance company hardly reflect the large-number rule a commonly applied principle by insurance industry. In this paper we are going to present an alternative crop insurance premium design method socalled Survival Analysis Method (SAM). The main objective of this study involves three-fold: (1) systematically introduce the SAM model that is commonly used in biological life experiment and human longevity insurance study but rarely utilized in crop insurance research; (2) conduct crop insurance premium design for rice, corn and soybean using the actual crop yield data collected in Panjin, Liaoning Province; and (3) address the appropriateness of SAM model application in crop insurance program and discuss some related crop insurance policy issues with a particular emphasis in crop insurance premium design.
