States with additional protocols [1] to comprehensive safeguards agreements in force are obligated to submit regular declarations of specific information type. Among these are annual updates including maps of each site. Such updates typically are reported by site operators using specialized software. German site operators declare the updates to Euratom which in turn submit the declarations to the International Atomic Energy Agency (IAEA). At present, many German site operators use software designed by the European Commission called Commission's Additional Protocol Editor (CAPE). However, the latest release of the IAEA's reporting software, Protocol Reporter 3 (PR3), provides enhanced capabilities for the users. In order to understand the differences of the two software applications, the authors compare and contrast the software packages from the site operator's vantage point and discuss them in this paper. Additionally, some enhancements to the PR3 software and its geographic information handling are suggested for future releases of the software.
