In 2008, the NNSA Office of Nonproliferation and International Security (NA-24) initiated the Next Generation Safeguards Initiative (NGSI) to staunch and reverse the loss of capability of the U.S. national laboratories' safeguards technology base. NA-24 took a multifaceted approach that included not only addressing safeguards technology instrumentation, and concepts and approaches, at complex nuclear facilities, but, also, the issues associated with human capital development. While these efforts have been very successful in reversing the loss of safeguards capability at the national laboratories, the long period of decline prior to the NGSI saw significant shrinkage in the capacity to develop, test, deploy, and commercialize safeguards technologies. The ability to demonstrate robust and reliable operation of relevant technologies within a representative nuclear fuel cycle facility environment remains a serious challenge. This paper will focus on both a methodology to assess gaps and suggestions on how the USG might approach rebuilding the U.S. safeguards technology base capacity to assure that promising technologies reach a stage of development that allows their use by commercial suppliers, nuclear fuel cycle facilities, and the International Atomic Energy Agency (IAEA).
