摘要

Aiming at solving the result-evaluation problem existed in the finished waterrights transfer program for the Yellow River irrigation area,the author has constructed a multi-layer & semi-structured evaluation index system and established a multi-layer and multi-objective fuzzy optimization model based on fuzzy optimization theory and entropy concept.Making the indexes' relative membership degree vector of the first layer(input layer) as the basic data to constitute the judgment matrix,then the entropy weight can be obtained by the utility degree reflected by the index-variation degree.As to the weight vector of intermediate layer,making the output (the relative entropy weight optimal membership degree vector) of the first layer (input layer) to constitute the judgment matrix,the author,giving the consideration to the decision-maker' s preference and the attribute of objective data,adopts different weight to calculate the integrated evaluation on the basis of the top-layer output.Applying the model to the water-rights transfer project of Yellow River irrigation area of Ningxia Hui Autonomous Region and Inner Mongolian Autonomous Region,and then the example-verification and result-analyzing of the results give the technical support for further applying water-rights transfer project reasonably.
