The Assembly, Recalling Part (ⅩⅣ) of the Convention on the International Maritime Organization and, in particular, Article 67, Recalling also that rule 1 of the Rules Governing Relationship with Non-Governmental International Organizations requires that consultative status granted by the Council to such organizations be subject to approval by the Assembly, Recalling further that rule 10 of the same Rules provides for a periodic review by the Council of the list of non-governmental international organizations in consultative status with IMO and for a report to be submitted to the Assembly on the continuation, or otherwise, of such status, Bearing in mind the Guidelines on the Grant of Consultative Status established by the Council, Noting the decision of the Council, at its 109th session, to approve a new consolidated text, entitled Rules and Guidelines for Consultative Status of Non-Governmental International Organizations with the International Maritime Organization, which replaces the existing Rules Governing Relationship with Non-Governmental International Organizations and the Guidelines on the Grant of Consultative Status, respectively, Noting also the decision of the Council, at its 110th session, to convert the provisional consultative status of the Superyacht Builders Association (SYBAss), Pacific Environment, the Clean Shipping Coalition (CSC), Bureau International des Containers et du Transport Intermodal (BIC) and the International Iron Metallics Association Ltd. (IIMA) to full consultative status, Recalling the decision of the Council, at its 110th session, to withdraw the consultative status granted to the European Federation of Insurance Intermediaries (BIPAR), Recalling also the poor performance records of the International Salvage Union (ISU) and the Iberoamerican Institute of International Law (IIDM) over the biennium, and the decision of the Council, at its 110th session, to remind them of the necessity to fulfil their obligations in accordance with the Rules Governing Relationship with Non-Governmental International Organizations and the Guidelines on the Grant of Consultative status and that, should there be no improvement in their performance during the next biennium, their status may be withdrawn, Reaffirming that all non-governmental organizations in consultative status are required to contribute substantially to the work of IMO in their respective fields of work, Noting in this connection the decision of the Council, at its 110th session, that NGOs' attendance at and submission of documents to London Convention/London Protocol meetings should not be taken into account, as part of the assessment process, at future biennial reviews, 1 Endorses the decision of the Council to approve a new consolidated text, entitled Rules and Guidelines for Consultative Status of Non-Governmental International Organizations with the International Maritime Organization, to replace the previous Rules Governing Relationship with Non-Governmental International Organizations and the Guidelines on the Grant of Consultative Status, respectively; 2 Approves the decision of the Council to convert the provisional consultative status of the Superyacht Builders Association (SYBAss), Pacific Environment, the Clean Shipping Coalition (CSC), Bureau International des Containers et du Transport Intermodal (BIC) and the International Iron Metallics Association Ltd. (1IMA) to full consultative status; 3 Endorses also the decision of the Council to withdraw the consultative status granted to the European Federation of Insurance Intermediaries (BIPAR); 4 Affirms the decision of the Council that NGOs' attendance at and submission of documents to London Convention/London Protocol meetings should not be taken into account, as part of the assessment process, at future biennial reviews; 5 Endorses further the decision of the Council regarding the maintenance of consultative status by the following organizations.
