The 100 year old Massachusetts Bay Transportation Authority (MBTA) Saugus Drawbridge is located near themouth of the Saugus River north of Boston Harbor in Saugus, Massachusetts. The severe degradation of thesupport at Bascule span Rest Pier (Pier 6) of the Bridge required a temporary rehabilitation to ensure the safetyof traffic crossing the structure until the MBTA can replace it with a new permanent structure. This paperpresents a case history that covers the planning and construction of a Temporary Pier Bent to improve load ratingof the bridge.This paper presents details of the comprehensive investigation undertaken to determine the condition of theconcerned rest pier and its suitability to support the required loads. The techniques incorporated to diagnose thestructural health of the pier utilizing field instrumentation. A summary of the suggested remedial measures areoutlined along with some of the surprises that came to light during construction. Planning for the construction ofa temporary pile bent foundation, selection of the pile type for the temporary pile bent, and the adequacy of thepile installation method selected during the design phase is evaluated based on the results of the fieldinstrumentation. This paper also discusses the theory of ground motion and vibration due to pile installation andits applications in the development of the foundation construction plans. Finally, recommendations with regard tothe planning and construction of foundations where limited information is available and pile installation mustoccur in close proximity to adjacent structures are presented.
