Design and development of a system can be viewed as a process of transferring and transforming data using a set of tools that form the system's design environment. To provide an engineering decision maker with the necessary design information these individual tools needs to be integrated into a single environment. This paper proposes a methodology to create a new systems design environment that enables the decision maker by providing a full set of engineering design tools that can accurately describe the physical system coupled with the traceability and holistic aspects of systems engineering tools.
