This paper describes a HFE study performed in support of an EPU project performed at an operating NPP. The Main Control Board (MCB) layout and individual Human System Interface (HSI) designs created during development of Engineering Changes (ECs) to achieve the EPU were reviewed and evaluated. Recommended designs were developed based on the evaluation taking into account HFE knowledge, principles, criteria and guidelines, control room operator preferences, and engineering constraints. The study was performed by a team consisting of operations, procedures, and engineering personnel and a HFE consultant with other plant personnel involved as required. The approach consisted of applying (1) review criteria in applicable U.S. Nuclear Regulatory Commission (NRC) documents (RS-001; NUREG-0800 Chapter 18; NUREG-0711; and NUREG-0700), (2) industry best practices (EPRI 1010042) to take into account the importance of plant availability and economic operation, (3) plant-specific style guide, and (4) engineering constraints such as limitations on where instruments could be placed on MCB, availability of preferred displays, etc. The HFE study involved applying six elements identified in NUREG-0711 (HFE Program Management, Operating Experience Review, Function Analysis and Allocation, Task Analysis, Treatment of Important Human Actions, and HSI Design). A graded approach was implemented to minimize unnecessary activities. Initial MCB layout and HSI design recommendations were developed, reviewed and evaluated by stakeholders, and revised, as required. The final study results and recommendations were presented to plant management for approval.
