Manual traffic control (MTC) is a common intersection control strategy in which trained personnel, typically police law enforcement officers, direct traffic movements through an intersection. The need for manual control is often associated with abnormally high, unbalanced, or widely varying directional and intersecting traffic. It is therefore a key part of managing traffic during emergencies and planned special events. Despite its long history of use there has been little research on MTC. The research presented here describes a process where choice behavior is quantified to identify factors that contribute to the traffic control decisions made by police officers. This information was used to develop a quantitative and predictive model for MTC for the analysis of police officers’ performance.
