In this paper, the vehicles routing modes are analyzed and the methods are studied for calculating passenger travel costs and enterprise operation costs on the basis of different operation mode. A bi-objective vehicle operation mode scheme model is established for bus rapid transit with the minimization of passengers' travel costs and enterprise operation costs. The constraints of the model are set for the passengers' demand, the vehicle capacity utilization, and the shortest vehicle time interval. The above model is converted into a single objective mode and Lingo 11 is applied to solve it. Finally, a calculating case is given to verify the model's validity and rationality. The results show that the selection of short-turn mode section affects the overall costs significantly, and the turn-back stations are jointly decided by the imbalances coefficient of section passenger flow distribution and the difference of sectional passenger flow.
