With the development of intelligent vehicle technology, highly automated vehicles (HAVs) have gradually stepped into road test and function improvement stage. However, real road tests of HAVs own considerable potential safety hazard; several traffic accidents of HAVs occur worldwide. The main reason of these accidents is lack of thorough automatic driving safety system and research in safety test methods. In our opinion, an HAV should be a "qualified driver," neither a conventional vehicle nor a "rude driver." It is necessary of HAVs to apply for "HAV driving licenses." This paper aims to explore safety management system of HAVs, study the management requirement of "HAV driving licenses," and elaborate basic contents of safety test from the aspect of driving test in China.
