Uncertainties from multi-variables in a signalized intersection are common in traffic signal design. Considering the different occupancy of transit vehicles and passenger cars, this paper presents an optimizing model aimed at reducing average passenger delays while ensuring the intersection reliability. Two scenarios are considered: constant arrival of vehicles and random arrivals. The evaluation result indicated that: reducing the total delay alone may lead to lower reliability levels, thus it is necessary to consider both delay and reliability in the signal optimizing model. Finally, this paper introduces how to apply the proposed model in an adaptive signal control system. Results show that adaptive signal control can well react with real-time data.
