This work offers an analysis of data on the production, dissemination and usage of open educational resources (OER) in the Open University of Brazil (UAB) System. Through a comprehensive questionnaire answered by over 2600 participants involved with the UAB, we identified perceptions and tensions that help map contradictions found when practices, policies, cultures clash in the very real challenges of innovation in educational practice. We present an outline of our findings and contextualize them within the current discussion about OER in Brazil and Latin America.
