As more agencies move toward indirect potable reuse (IPR) and direct potable reuse (DPR), an integrated approach among water and wastewater managers is needed to ensure protection of water quality through effective source control. Controlling the sources of pollutants entering wastewater treatment plants is the least defined element of potable reuse programs, which typically place greater emphasis on treatment, operations, and monitoring of the advanced treatment process. This paper provides a case study of the City of Oxnard, CA, and its development of California's first dedicated Enhanced Source Control Program (ESCP) for potable reuse. It then looks at the emerging technology of real-time monitoring (RTM) - a potential game changer for agencies implementing more rigorous collection system management for their source control programs. Finally, it takes the concept of RTM and applies it to conventional source control programs as a novel method to assist enforcement.
