The Municipality of St. Andrews embarked on an ambitious plan to develop a regional wastewater system in response to new mandatory legislation from the Province of Manitoba, Canada. Based on the design criteria (service population, flows and loads), options for both wastewater treatment and collection systems were evaluated. Based on technical factors and life-cycle cost analysis, the Municipality choose to connect to the City of Winnipeg's North End Sewage Treatment Plant (NESTP) via a new regional wastewater collection system. The primary drivers were slightly lower capital costs, successful negotiations with the City and eliminating a need to operate and maintain a mechanical WWTP. The paper highlights the successful implementation of a regional wastewater collection and treatment solution for a small rural community historically served by a decentralized system while overcoming the challenges with septic wastewater, staged growth and major odor control issues. The project demonstrates a success story for small communities to have an immediate and measurable impact on developing cost effective and sustainable wastewater infrastructure through regionalization and in meeting regulatory requirements under tight budgets.
