In an attempt to rationalize the proliferating mandated investments required of local agencies, the DuPage River Salt Creek Workgroup (DRSCW) developed an aquatic life stressor-response model that identified projects and initiatives with the greatest potential to attain aquatic life goals. The model applied a number of statistical and geospatial analyses to a high-resolution biological, chemical and physical data set, allowing the development of site and reach level information about the most limiting stressors associated with biological impairments. It also allowed the ranking of the restorability of each site. Projects to address the identified impairments at sites ranked as most restorable were developed and funded by negotiating an extended compliance period for Total Phosphorous removal at area wastewater plants. The agreement allowing them to allocate savings created by forgoing higher costs of operations. As predicted, the initial project implemented has shown significant aquatic community improvement relative to the pre-project condition.
