摘要

Water resource management utilities have historically operated 'behind the scenes'. Many have limited resources, and utilities are not always well equipped to maneuver through the regulatory and political world to advocate for their own best interests. The Massachusetts Coalition for Water Resources Stewardship (MCWRS) was formed to be a voice for those communities and utilities managing water resources infrastructure. MCWRS has advocated for utilities over its 10-year history, meeting regulatory challenges, and developing strategies associated with effectively advocating for the needs of stormwater, wastewater and water utilities. This manuscript discusses the formation and history of the coalition, and discusses recent and ongoing activities. The intent is to convey the importance this type of municipal advocacy, and the value of this advocacy to communities.
