Air conditioning loads are important demand response resources driven by price signals and direct control. However, existing price signal guidance mechanism usually fails to accurately achieve the expected load control targets while direct control mechanism is often unable to meet users’ autonomy. This paper proposes a mechanism based on power usage quotas to achieve expected load control targets without undermining users’ autonomy on blockchain that realizes the transparency and security. Air conditioner users collectively dispatch their responsive loads on blockchain thus the computational burden on power grid companies will be reduced greatly. Ethereum private chain test results show the operability of this mechanism.
