The Chinese coal mining industry has made considerable progress since the reform and opening to the outside world. The most prominent evidence is the change from coal shortage to coal surplus. The development of coal mining industry is of significant importance to the sustained and rapid development of national economy. However, with the development of market-orientated economy, the coal mining industry is perplexed by many problems, such as surplus of coal, reduction of coal price, delay of paying back, and disorder in competition. How to extricate herself from such a difficult position, and how to flourish and rejuvenate the industry is a problem concerned by all the workers. To change the situation it depends on the drive of national economy; adjustment of coal industry's policies as well as reform and strengthening of the management of coal mining enterprises.
