The telephony network continues to undergo a transition, evolving from a POTS-centric copper only network to a multiservice copper-fiber hybrid network. There are several factors that are at play during this transition, including changes in customer demands and expectations, as well as aggressive competition, new technologies, and evolving regulatory requirements. The network planner, balancing the risks and rewards of a network build-out during this transition period, is required to make investment decisions that deliver required services today while providing a clear migration path to the next-generation networks of tomorrow. Simultaneously, the realities of the telephony business require that the investments be made wisely, conserving cash and maximizing profit. One of the key decisions the network planner must make is to choose the network topology and equipment that delivers today's services and enables a migration path to the future. This paper examines three network topologies in Greenfield applications: Fiber to the home from the central office (FTTH-CO), Fiber to the curb (FTTC), Fiber to the home served from the remote terminal (FTTH-RT). Ultimately, the network planner's decision is based on the deployment cost. To evaluate costs realistically, a three-phase model is employed. The first phase includes the investment necessary to have an option to deliver the service. The second phase includes the further investment needed to provide service to the first customer. And the third phase is the investment needed to deliver the service to the entire market. The examination of risk and cost reveals a clearly superior network topology solution which supports today's required services while providing the option to deliver FTTH at a very low cost. Systems to deliver this superior network topology are available today to provide clear cost advantages and network migration risk mitigation.
