摘要

Since the early 1980's the State of Sarawak, Malaysia embarked in development of the ICT infrastructure of the State and to computerize the State government activities.In the mid-1990s the State Government decided to intensify its ICT activities extending its interface directly to the public stating"...State Government Services shall be available at any time, anywhere to anyone in Sarawak ..."(State Secretary, 1995)This case study describes the issues and barriers to the introduction of e-government in a developing country. Among the issues explored are: organizational and infrastructural development, leadership, telecommunications, culture, and education and training.
