Managing Issues in the Network Age: Blogosphere, SlashDot Effects and Coping Strategies for Public Servants

Conversations in the public sphere are bubbling. The emergence of self-publishing and collaboration tools have created new hotbeds and outlets for issues to grow and mature. The speed and magnitude of blogs create a new dynamic in communication shops. Networks create information cascades that are sometimes unpredictable. Although early research shows that the blogosphere lives and thrives on "groupthink," mapping tools show Internet hubs with unexpected links. Hunting for issues goes beyond mass or micro media monitoring. There is also the opportunity to know stakeholders intimately by poking into their world. New Internet technologies help us go beyond the round up of "usual suspects." The work of issue managers is changing. They think of themselves as people who contribute to ease stakeholders into the policy process, by framing their issues diligently. Issue management is an attitude: it is a skill to bring together people around an issue and to define it in a way that matters to all involved. After listening and framing come information management skills. Simple information management processes ensure that information on specific issues makes it to stakeholders' desktops. Visibility of Government of Canada (GoC) information on specific issues can thus be greatly enhanced. Metadata is key. For example, the GoC Newsroom now provides readers with the option to receive RSS feeds directly to their inbox. Many bloggers also provide their readers with an RSS feed option or post their Weblog URL's onto RSS feed lists under specific topics. There is an opportunity to take advantage of this cascade effect. Public servants are refining their toolkits to keep their ear on the ground and their message present in their stakeholders' minds. This presentation will outline the emerging tools, processes and relationships that will help public servants to excel in this networked environment.
