Public Deliberation on the Internet: The Case of Mexico and the Reform of the Federal Telecommunications Law

摘要

In 2001, Mexico initiated a reform of the Federal Telecommunications Law. For the first time in the history of Mexico's legislative branch, this reform process introduced the use of the Internet to generate an open and innovative forum in order to influence the law-making-process. Taking this into account, the aim of this paper is twofold: to explore the particularities of the process of public deliberation via the Internet, and to identify the costs and benefits this institutional innovation (the use of the Internet in public deliberation) would impact future deliberative processes in Mexico.
