Within the field of environmental spatial decision and policy making the use of ICTs is currently limited to rudimentary aspects of the planning process and is focused on the duplication of available systems and processes. The majority of the systems developed mirror traditional methods oriented to the interaction with local planning services; their failure in exploiting the full potential of ICTs and public participation is due to the scarce focus they assign to the cognitive and organizational dimensions of decision/policy making processes and to their ability in managing diverse knowledge that is relevant in participatory decision making.Referring to e-governance in terms of government based on distributed knowledge, the perspective of this paper is to make wider, as much as possible, the space for public, participated decisions and, directly associated with this last, the need to manage very complex decision making processes. We approached the development of e-governance system starting from two considerations: the first one is related to the organizational environment to be served; the second considers the large amount of functions, mainly cognitive functions, to be supplied. In particular, the relevance of content dynamics and, even more important, the possibility to keep memory and trace of such dynamics will be outlined in terms of both learning opportunities and distributed and rich cognitive environment.Open Source Systems for E-governance provide an opportunity to make Content (all knowledge and information stored, created used and modified) Open, that is explorable, accessible, retrievable, modifiable. This can make the e-governance system able to support and enable community building processes around specific targeted questions and issues, thus facilitating the setting up of communities of interests around themes which are relevant for large communities as they usually are when dealing with environmental issues.
