摘要

This paper shows that it is possible for administrative authorities to should follow an open Source Software (OSS) development model to get the software they want and need. For successful collaboration some sort of an "e-government reference model" is needed as a basis for distributed developments, where technical and organizational aspects are defined. This paper introduces a highly modular component based software architecture as well as a candidate OSS business model for implementing highly scalable, flexible and interoperable e-Government solutions.
