摘要

Three topical features have been identified with the electronic information industrial clusters in China: (1) Exogenous industrial clusters ;(2) Industrial clusters with the "single core" structure; (3) Industrial clusters based on product chain. Although the formation and the development of industrial clusters in China enabled the explosion of the productivity of Chinese electronic information industry,the expanding capacity of Chinese electronic information industry is not coincident with the growth of its technical power. Currently,in China especially in Yangzi River Delta,Pearl River Delta and Bohai Loop Regions,the significant capacity of electronics industry are most from processing trade of FDI enterprises. In order to make up the tremendous gap between foreign capital technique and local technique,Chinese electronic information industry should pay more attention to the development ability of local enterprise,besides that still study and obtain advanced technique in the process of cooperating with foreign corporation. Therefore,Chinese government should adjust relevant foreign capital policy and technical development strategy.
机译：三个局部特征已被鉴定，在中国电子信息产业集群：（1）外源产业集群;（2）工业簇与“单核”结构; （3）工业集群基于产品链。虽然形成和中国产业集群的发展使中国电子信息产业的生产力的爆炸，中国电子信息产业的扩大产能不符合其技术实力的增长相一致。目前，在中国尤其是长三角，珠三角和环渤海环区，电子行业的显著能力来自外商投资企业的加工贸易最多。为了弥补外资的技术和当地技术之间的巨大差距，中国电子信息产业应该更加注重本土企业的发展能力，除此之外还在研究，并与外国公司合作的过程中获得先进技术。因此，中国政府应该调整相应的外资政策和技术发展战略。
