摘要

Competition among the cities is essentially the competition for talents. In the era of knowledge economy, on the one hand, high-tech talents are the core power which can upgrade the city image and power for competition. On the other hand ,fine city image is the important guarantee which can attract talents. These interact and influence each other. In order to draw on the high-tech talents, the government should promote the city image first; and then exert the high-tech gifts' core impetus to the city image; furthermore, it should also be good at operating the talented persons.
