摘要

All-hazards public warning system is used to distribute accurate public safety and security information to the public in time and make them prepare for it .At present, public safety and security has been concerned widely in China. It should be one of the necessary services provided by the government for the public.And it also should be one of the public social responsibilities. If there is more timely and effective public alert and warnings,it would save lives, reduce property loss.The paper analyses the connotation of the all-hazards public warning system and the basic contents in the information released by it, and then points out it is necessary to establish the all-hazards public warning system.
机译：全灾公共预警系统用于及时向公众发布准确的公共安全信息，为公众做好准备。目前，公共安全与安全在中国已受到广泛关注。它应该是政府为公众提供的必要服务之一，也是公共的社会责任之一。如果有更及时有效的公共警报和警告，将会挽救生命，减少财产损失。 本文分析了全灾公共预警系统的内涵和所发布信息的基本内容，指出有必要建立全灾公共预警系统。
