Strategy plays a crucial role in the development of banks, especially in an environment of fierce global competition. However, the implementation of strategy is not efficient and inadequate. The article deals with project portfolio-based strategy implementation. Project portfolio management is an efficient way to develop strategy of banking. It considers how to select and implement projects from the angle of developmental strategy within resources constraints, so as to enable the enterprise to maximize the enterprise's value and achieve its strategic goal. This article conducts the research from following several aspects: positioning the project portfolio, appraising single project, selecting projects, adjusting project portfolio, implementing the project portfolio and controlling. This study forms a framework tool of selecting and implementing the proper project portfolio in banks. And this article gives some advices to banks to meet their strategic goals within resource constraints.
