The purpose of this paper is to identify the dilemmas of different types of innovative activities in China's emerging knowledge industries. We link institutions to innovation in order to assess three types of risks - technical, market and 'newness' - and analyze the effect of institutional uncertainty on the governance of those risks. We report the findings of empirical, explorative qualitative research on 3 distinct software sectors in Hangzhou. The results provide insights in innovative competences development in China's emerging knowledge industries.
