摘要

The science and technology management in higher universities is an open and complex system associated with many factors.In this paper,author,based on previous researchers' work,proposes that the higher universities should reform administration and operation mechanism,innovateresource allocation system,and improve educational level of the administrative staff to explore and resolve the existent problems in process of science and technology management of higher universities at new stages.

机译：高校的科学技术管理是一个开放的，复杂的，与多种因素有关的系统。在此基础上，笔者基于以往研究者的工作，提出高等学校应改革行政管理和运行机制，创新资源配置体系，并加以完善。探索和解决新阶段高校科技管理过程中存在问题的行政管理人员教育水平。
