We consider the problem of the regional risk pre-assessment of investment project. The focus of the analysis is on the evaluation of risk. It's presented a risk-level quantitative model with method of attribute measure based on group-decision. Furthermore, it confirms the scoring method of various sub risk weights and risk factors at first on the premise of establishing a index system,then quantifies the regional sub risks based on the project assessment criteria, and gets the measurement values for each sub risk's risk-level with core of attribute measure. Hence, it confirms the quantization values of the regional risk of the project with group-decision attribute measuring values matrix. An empirical evidence is given at last. It shows that this model possesses features of simplicity on calculation and more extensive adaptability.
