There are many great risks in the construction of the subaqueous tunnel. How to control the risks effectively in the construction of tunnels has been a high important task. In order to reduce the probability of risks, it's necessary to research on the risks and countermeasures for the construction in tunnel. The main risk factors in the construction of Lion Ocean were analyzed and identified in this paper. And then these risk factors were assessed and graded by the R=P×C level assessing method. For risk factors was beyond acceptable range, the countermeasures for risks was studied and proposed. The risks level would be acceptable after the countermeasures were actualized. The analysis method and risk countermeasures will be also of great significance to other similar subaqueous tunnel.
