BENEFITS OF USING SOFTWARE AS THE INTEGRATION AND INTEROPERABILITY PLATFORM TO PROMOTE MULTI-AGENCY COLLABORATION AND RESPONSE VIA COMMON OPERATING PICTURE CASE STUDY: NY JOINT TRANSPORTATION MANAGEMENT CENTER
In order to safely reduce congestion and efficiently move people, goods, services and information vital to the economy of both the State and City of New York, a strategy for a large, multi-stakeholder program for improved transportation safety and traffic management was developed including the build-out of a new Joint Transportation Management Center in Long Island City, NY. This plan also specifically addressed the need to integrate existing field devices along with emerging technologies including wide ranging data sources and automated situation management to improve the performance of the overall traffic network.This strategy and effort was consistent with the initiatives and general vision set forth over the last decade by the Federal Highway Administration (FHWA) and with the New York City Sub Regional Architecture where the development and subsequent use of Architecture began in 2003 as a result of the requirements set forth in USDOT FHWA Rule 940 & FTA Policy on regional ITS architectures.The New York State Department of Transportation Region 11 (New York City Region) has one of the busiest and most recognized public transportation systems in the nation. The construction of a state-of-the-art Joint Transportation Management Center (JTMC) facility in New York City has been a multi-year effort and has shown to be instrumental to safely reducing congestion and efficiently moving people, goods, services and information vital to the economy of both the State and City of New York. This facility provides the necessary correlation and investigative procedures that are unique to this environment. The ability to manage incidents or situations while monitoring events in real time allows partner agencies to better handle movement in high business urban management centers such as New York City. The new JTMC opened for full operation on November 13, 2009 in order to reduce congestion and efficiently move people, goods, services and information vital to the economy of both.
