This paper compares the life-cycle costs of deploying, maintaining, and operating a national DSRC infrastructure for IntelliDrive~(SM) with the costs of leasing data cellular services. Although cellular data services do not meet the requirements for low latency safety applications, cellular services do meet the requirements for most of the envisioned mobility and commercial applications, and the use of cellular communications has been a recurring topic of discussion.Using the DSRC costs from the VII Benefit Cost Analysis conducted by the Volpe Center, and a fixed, $5 per vehicle per month service cost for cellular, the life-cycle cost for the DSRC approach is 3 ? times less expensive. While the initial costs are lower for the cellular approach, as the number of equipped vehicles rises to about 40 million vehicles, the DSRC approach becomes significantly less expensive. In order for the cellular approach to be cost-competitive, the cellular cost per vehicle would need to be on the order of $8 per year.
