Since the energy efficiency renovation of existing residential buildings in northern areas of China began in 2008, it has been one of key tasks of energy efficiency renovation of buildings. It plays a important role of saving energy, protecting environment, increasing the heating comfort, expanding domestic demand and expanding employment and reemployment. Rapid development of energy efficiency renovation of existing residential buildings needs high finance, but the problem of financing gap hasn't been solved up to the present. Reasons mainly include complex investment subjects’ composition, lacking reasonable mechanisms of cost splitting and suitable excitation mechanisms. This paper analyses the present financing model for energy efficiency renovation of existing residential buildings in northern areas of China, listing strengths, weaknesses, opportunities and threats, in use of SWOT analysis. Then current financing models at home and abroad are compared in many ways, using comparative economics. Owing to many project management models and financing models, which are EMC ( Energy Management Contracting ), BOT ( Build-Operate-Transfer ), PFI ( Private Finance Initiative ) and PPP ( Private Public Partnership ) , a new financing model for energy efficiency renovation of existing residential buildings in northern areas of China is proposed in this paper. Making use of financial subsidies of central government flexibly, applying new effective excitation mechanisms, mobilizing firms and privates’ enthusiasm of investment fully are the greatest feature of the new financing model. The model can let firms and privates, who were involved in the whole financing process, share interests which were brought through the energy efficiency renovation of existing residential buildings.
