Housing is an important livelihood issue. Solving the low-income families' housing problems is an important content in building a harmonious society .In the imperfect situation of our country’s personal credit system, how to ensure the fair distribution of the security houses in a large scale becomes the focus of all levels of government. This article refers to the current situation of the Qualification Examination of the security houses in Xi’an. By applying to SPSS statistical analysis to analyze the correlation between various factors in the Qualification Examination, the unreasonable parts will be pointed out and a series of recommendations will be put forward to improve the House Social Institution, such as: to determine the income criteria of protected objects;to increase the protection area standards of security housing and the standards of rental subsidies to low-income families;to increase the qualification examination dishonesty penalties and so on. The purpose of this article is to establish and improve the House Social Institution which will concern the reality more in Xi’an, promoting social stability and unity in order to build a harmonious society.
