In 2009, Chinese railway infrastructure investments up to 6,000 billion yuan, it has become one main way to stimulate domestic demand and promote Chinese economic development In this paper, the characteristics of the large-scale railway construction project such as the large number of investment, the cross-regional construction and the need of various branches and subsidiary companies to participate in one construction enterprise are firstly analyzed. Secondly, the limitation of the two degree management mode (that is "headquarters-project management department" mode) and the advantages of the three degree management mode ("headquarterscommand department-project management department" mode) for the construction management are studied. On this basis, three types of "three degree management mode" - the coordination-based command department mode, the construction-based command department mode and mix-coordination & construction-based command department mode are analyzed, including their separate characteristics, organization structures and the relations and differential responsibilities with the company headquarter and the project management department Finally this paper studies how to implement the three-degree management mode and the relative management suggestions. The study has great academic and realistic meanings to improve the construction management efficiency in practice and promote the inside reform for the railway construction enterprise.
