摘要

This paper analyzes the advantages and disadvantages of current commanding department organization and management models in large-scale project by the local government investment. Although the coordination capacity of the commanding department is strong, but the responsibility is unclear, in short of restraint mechanism and the administration agencies are overlapping, personnel setting up is bloated, management is inefficient , personnel istemperarily knocked together,professional level of staff is incompatible with the management of the project construction and easy to lead "rent-seeking" behavior.The headquarters is dissolved as the project is completed, and then reformed again when the government invests in new projects, as a result, organization and management of construction projects by the investment of government is repeating at a low level. In order to improve current organization and management situation of large-scale projects which are invested by local government, and adjust to the requirements of modern projects organization and management This paper has brought forward the idea that the organization and management of large-scale projects which are invested by local government should adopt the models such as construction agent system, tender commissioned type, united management . and analyzed whose adaptability and requirements that should be satisfied with.
