摘要

International production system is now experiencing a second transformation. The characteristic of this transformation is that the transnational corporations are now organizing their production from traditional FDI to contracting relationship. This trend leads to the network and semi-hierarchical governance modes be born. For SMEs, three Routes can be selected to merge into the international production system: acting as independent enterprises that directly participate in the global market;acting as suppliers that serve the lead firms;and acting as members of network. The solution of Chinese SMEs merging into the international production system is that they must form clusters and networks that realize collective efficiency.
