Due to recent changes in Swedish commercial nuclear safety system requirements, Oskarshamn Kraftgrupp (OKG) Unit 2 is undergoing major modifications. OKG2 is a 600 MW ABB Atom BWR, located on the south-central coast of Sweden by the Baltic Sea, originally commissioned in the early 70's. OKG is also applying for a 30-year license extension and implementing changes for a major power uprate, called the Plant Life Extension project (PLEX) with the result of an increase in thermal power from 1800 MWt to 2300 MWt (28%) and electrical power from 620 MWe to 840 Mwe. The modernization is expected to increase output power by approximately 50 MWe through increased efficiency.The PLEX project is one of the most ambitious nuclear power plant modernization projects ever implemented, world-wide. The application of human factors engineering (HFE) and control room and HSI design using a process modeled on NUREG-0711 is a complex challenge. The guidance provided in various industry and regulatory documents is helpful, but it cannot completely prepare the designers and engineers for the reality of such a comprehensive modernization project. At the current stage of design, there is a comprehensive effort to establish, perform, and document those HFE necessary to ensure the suitability of the basic design. Included in these HFE activities are task analysis and verification of HSI design, OER results, FA&A results, and performance of a static TSV.Tools used include use of a 2.5-D computer-based model and practical procedures for HFE activities. Challenges include integration of HFE into the design process and coordination of work being performed in several locations, including arranging and conducting meetings, workshops, design reviews, and formal V&V activities. Lessons learned include managing the reality of performing HFE activities at different design stages to different degrees and levels of detail and accepting and accounting for the iterative nature of the design process rather than the neat, waterfall process of theory.
