摘要

This paper analyzes the characteristics of development in small town, and it clarifies the connotation of sustainable development in the small town. At the same time, in it, small town is seen as a complicated system composed of society, economy, resources and environment, the relations among subsystems are also discussed. According to the connotation of sustainable development in small town and the relations among the four subsystems, the indexes can be divided into five: social index, economic index, resource index, environment index and the index of relations among subsystems, then the index system are established by the five kinds of indexes. Based on the index evolvement theory, this paper analyzes the progress of the small town, with the connotation of sustainable development, it presents an evaluation model of sustainable development in small town. Take advantage of this model ,we appraise the small town of national sustainable development experiment - the sustainable development of the town of Hengdian, the evaluation results are in agreement with the actual development of Hengdian, which proves the index system and the model are scientifically.
机译：本文分析了小城镇发展的特点，阐明了小城镇可持续发展的内涵。同时，将小镇看作是一个由社会，经济，资源和环境组成的复杂系统，并探讨了子系统之间的关系。根据小城镇可持续发展的内涵和四个子系统之间的关系，可将指标分为社会指标，经济指标，资源指标，环境指标和子系统间关系指标五种，其指标体系分别为由五种指标建立。本文基于指标演化理论，对小城镇的发展进行了分析，结合可持续发展的内涵，提出了小城镇可持续发展的评价模型。利用该模型，对国家级可持续发展试验小镇-横店镇的可持续发展进行了评价，评价结果与横店的实际发展相吻合，证明了指标体系和模型的科学性。
