Based on the retrospect of foreign related research results, this paper studies experientially the effect of social security on saving by utilizing the related data of 20 countries, and comes to the conclusion that supports the viewpoint that the effect of social security on saving is indeterminate rather than the currently prevalent standpoint that social security reduces saving greatly. Before the formation of a relatively determinate opinion, any policy proposal shouldn't be based on this.
