The transformation and upgrading of the industry pose higher demands on the high technicians whether in quantity or in quality or in professional components. To construct a high technician team matching the industrial transformation and upgrading in China as soon as possible, the paper adopts the case study approach, takes Wuhan industry as an example, makes a detailed analysis of talent quantity, structure, training, using, managing institutions and talent growth, etc, and finally proposes the relative countermeasures to solve these problems.
