Decision-making is the first step in corporate outsourcing of human resource management. Enterprises have to determine whether they need human resource management outsourcing and which functions can be outsourced by decision-making. This paper analyzes the importance of decisions on human resource management outsourcing, accordingly proposes the necessary process for scientific decision-making, and explains the process in detail.
