The Tsuruda Dam, a concrete gravity dam with height of 117.5m located in the middle reaches of the Sendaigawa River, was constructed as a multi-purpose dam to control flooding and generate electric power. The dam was completed in 1966, but in July 2006, record-breaking torrential rain fell in the Sendaigawa River basin, where it caused severe flood damage. The Tsuruda Dam controlled the flood, playing a major role in mitigating the flood damage, but the scale of the flood greatly exceeded the original plan, so it was impossible to adequately prevent flood damage. Therefore, a redevelopment project was planned.
